Chairman, Jim Buffington
Maintenance Manager, Ada County Highway District
Jim Buffington has spent 20 years in the Treasure Valley as a contractor building subdivisions, shopping centers and putting in underground utilities in new road construction for ITD and ACHD. Jim went to work for Nampa Highway District No.1 in April 2002 as Director. Jim accepted the position as Maintenance Manager for ACHD in October 2009.
County Members

Kevin Eckersell
Public Works Director, Bonneville County Road/Bridge Department
Kevin is a native of Idaho Falls. He has worked for Bonneville County for 25 years as an Inspector, Project Manager, Right of Way Agent, Assistant Public Works Director and Public Works Director in 2004. Kevin has served on the Idaho T2 Advisory Board since 2004 and he also sits on the Bonneville Metropolitan Planning Organization Advisory Board. Kevin has been married for 30 years and has two children. He enjoys golfing, hunting and skiing.

Kim Reed
Road/Bridge Director, Gem County Road/Bridge Department
Kim Reed is the Director for the Gem County Road & Bridge department. He is originally from Emmett, Idaho and he began working for Gem County in 1972. His professional background has been on the job training under the wing of supervisors like: Tom Sharp, Neil Dillon and Dennis Pulley. Kim has gained knowledge with the many workshops offered through the T2 Center, as well as working with the knowledgeable LHTAC staff. Kim is also a member of the Idaho Association of County Engineers and Road Supervisors. Kim enjoys spending time with his family, playing music, hunting, fishing, cross country skiing and snow-shoeing.
Highway District Member

LeRoy Lewis
Road Supervisor, Jerome Highway District
LeRoy is originally from Jerome, Idaho. He joined the army fresh out of high school and started working for the Jerome Highway District in 1979; he became supervisor in 1990. While working for the highway district, LeRoy operated many different pieces of heavy equipment. He has been involved with building new roads as well as maintaining 239 miles within the highway districts jurisdiction. LeRoy was a member of the U.S. Army Reserve School, where he was an instructor for demolitions, heavy equipment and vehicle maintenance. He retired in 1998 with 22 years of service.
LeRoy has been active in many committees within Jerome County that involved transportation issues. He is currently the chairman of the Northside Transportation Committee which serves four counties. He is an active member of the Idaho Association of County Engineers and Road Supervisors. He has served as vice-president, president and past president. In his spare time, LeRoy enjoys going camping, fishing, hunting and ATV riding. He also continues to watch the ground for that special gemstone.

Steve Hyndman
Training Specialist
Steve was born in the Midwest and spent the first half of his life there. A graduate of both the University of Illinois and Michigan State University, he came to Idaho to work for the National Park Service. In 1983, Steve became an engineering technician for the ITD in Lewiston and has remained a department employee, working primarily in contract administration, construction, materials testing, and surveying. In 2001, he became a training specialist. As such, he serves department-wide needs and is assigned to District Two, where he conducts technical training and coordinates its training programs.
Steve has served on the T2 Center Advisory Board for four years and is currently the Project Manager for the ITD.
Federal Highway Administration Member

John Perry
Transportation Engineer, Federal Highway Administration
John has worked in the transportation industry for over twenty years, four years with the Maine Central Railroad and Millinocket Public Works Department in Maine, and the remainder with the Federal Highway Administration in various locations across the US. He has worked directly with the Local Technical Assistance Program since 2002. He currently works as the Field Operations Engineer for the Idaho Division Office in Boise, ID. John provides technical support in design, construction, traffic and safety, environment, contract administration, pavements and materials, research, LTAP, and technology transfer. Since 2008, John has been the Lead Engineer for the Division Office and has a staff of four engineers. John has a BS Degree in Civil Engineering from the University of Maine at Orono, ME. He is married, has four children, and currently lives in Eagle, ID.

Lance Holmstrom
Administrator, Local Highway Technical Assistance Council
Lance grew up in Midvale Idaho, graduating from high school with a class of 19, Lance earned an undergraduate degree from BSU in Public Administration, and a Masters degree in Urban Planning from the University of Oregon. He has been a practicing planner for more than 20 years in Idaho, Oregon and Washington and has specialized in transportation planning for the last 15 years. Just prior to joining LHTAC in July 2005, as the Deputy Administrator, Lance spent nine years in District 6 as the senior transportation planner for the Idaho Transportation Department. He helped develop ITD’s corridor planning process and worked closely with local officials to solve transportation problems. Lance was named the Local Highway Administrator September 14, 2007.

Ned Parrish
Research Program Manager, Idaho Transportation Department
Ned serves as Research Program Manager for the Idaho Transportation Department (ITD). He joined the department in 2007, and is responsible for coordinating ITD research, development, and technology transfer activities. Ned serves as Idaho’s state representative to the Transportation Research Board (TRB) and represents ITD on the American Association of State Highway and Transportation Officials’ (AASHTO) Research Advisory Committee. He also serves on the advisory board for the National Institute for Advanced Transportation Technology (NIATT) at the University of Idaho. Prior to joining ITD, Ned worked as program evaluator for almost 20 years for the state legislatures in Arizona and Idaho. He grew up in New Mexico and received a Master of Public Administration degree from Arizona State University.
